Give OKW SPHQ upgrade like USF Platoon/Company commandpost，SPHQ deploy cost 120MP and 40F，but only can training Ober，Upgrade cost 80MP and 80F，upgrade unlock panzer training，and move JP4 to CommandHQ，unlock when SPHQ upgrade，still can training when SWHQ destory

PS：Ostwind and flamepanzer can training without SWHQ upgrade，if SWHQ been destory after upgrade，new SWHQ still keep upgrade like medic and accendant for other two HQ
