Even after getting the necessary CP, my osttruppen simply didn't get the option to build sandbags or wire. Mysteriously they were still able to build trenches, which I was then forced to do in somewhat inconvenient locations in lieu of sandbags.
Unfortunately this will probably not be possible to see in the replay other than the fact that I'm not using osttruppen to build sandbags, which I otherwise ALWAYS do
