Secure Mode

Long time dow2 player just started to get into this, started playing sovs and one thing that im really confused about is when my tanks t70 for example get vet 1 but the secure ability is greyed out. Why is this? i've searched everywhere and I havnt seen an answer to this? How do u activate this ability?

The change was made a few patches ago.
Activating Recon Mode when the T-70 is vet 1 automatically activates secure mode.
