Custom Rapid Conscription Not Working

I made a custom rapid conscription ability, added it to soviet in the army tab. but in game nothing spawns when I lose squads, it has my custom squad in replacement_squad_type, which are penal squads instead of conscripts.

. Check in your squad type ext to have "squad type" rapid conscription.
. Check the ability to have properly modded:
a. Affected Squads (your modded squads)
b. Replacement Squad type (your modded squad)
