USF Smoke Grenade

I was messing around in cheatmod today and discovered that the USF m23 smoke grenade ability actually has a speed debuff on enemy vehicles that are hit by the smoke. Has this always been in the game or was it just added in the last big patch?

It has been in the game since USF has been released. It was ment as a counter to okw flak halftrack when it still had its pack up time. Now it is pretty much useless.
