If you add coh2 exe to dawn of war 3 profil through nvidia inspector you get 100% sli scaling.
But though the texture flimmering is massive.
If Relic just fixed that.

Its been like that since the release of game. SLI / Crossfire isn't supported and wont ever be.
The game cant utilize lots of gpu power anyway.
