Penals now are in every game, and they are Anti-everything that someone already said.
Need fixing, they need to be either AI focused super unit that russians get without commander, or AT focused unit.
But this has now made russian units anti-everything, with ptrs spam which make light vehicles about useless with germans.
[SOV.] Make AT satchels exclusive to AT rifles?

its funny thats volks was nerfed cause of too easy spamable and to effective.
now all allies have the same possibilty to spam too effective infantery (IS as UKF, rifles as USF, penals as sov)
axis faction have not single infanteryunit which is so effective vs all targets.
i look everyday danes propacanda cast---and everytime the axis player need 6-9 different unit to deal with a alli play which spam only one unit and maybe 1-2 support units. Thats it---not more needed.
