I think Relic should design a system that makes it so you cannot play with undesired team mates if they were bad enough through a player filtering system

No there isn´t. I really recommend you to find teamates you want to play with and then play as a team.
There aren´t any disatvantages of playing as a team because both arranged teams and randoms play together.

If you're that salty, write down their usernames and SteamID in a notepad, and check every player that joins in hobby or in the game.
With the number of players in the game, they're not going to do something like this. Might as well play custom match and kick whoever you don't like.
