Why not using our modding sub-forum? It is one of the biggest forums about Company of Heroes and Company of Heroes 2. I believe here is a lot of modmakers and people, who interested in mods and modmaking 
What about to port tutorials and tools here? Then this knoledge will be accessible on this site too. I believe it will give a shake to interest in vCoH modding here.
Also, i will be glad to see anybody, who still modding vCoH and/or like to share his expirience with other modmakers
