Basically I've been facing this almost every brit play on 2v2 playing as Ost.
Brit simply have arty the whole game. When it comes down to brit arty commander, holy jeez guys. Shells rolling over every CP + anyone can call the goddamn out of nowhere shells...there are Shells that fall over every vehicle, there are shells that disables vehicles turrets, mortar shells raining. There are even shells with fire/smoke.
If the game is 25 min +, Ost can just watch out and try to move units as fast as possible (mainly because the shells come down real quick, looks like it ain't even travel one side of the map to another.)
This is quite frustrating, any pro tips against this awkward no arty faction against arty as hell frustration?

Reading through your text I suppose you mean Artillery Cover which cannot be countered. The same applies to British Base Howitzers. There is nothing more you can do than evacuating the target area when being bombarded by Artillery Cover or any kind of artillery piece.
If you want more specific advice next time you have to specify the kind of Artillery piece.
