You may need to be more specific. CoH2 does have working mod tools (Mod Builder, Attribute Editor, etc). They definitely need to add more tools, like the Object Editor and 3D Studio Max plugins, which we had (unofficially) for CoH1.
Also, info@relic.com is probably a better place to send modding-related emails.
