Whenever I launch CoH2, I have 3 victory strikes to select from in my soviet inventory. I equip "Partisan Attack", that sounds cool!
When the first game ends, there's no victory strike; it's just as if I've not equipped one at all.
After that first game I only have the standard Victory Strike in my inventory, until I restart CoH2, then I got 3 again, but only the standard Victory Strike will actually do anything...

Because the Partisan Attack one is a Community made one from the Workshop, it only works in Custom games and not in automatch. Try inspecting the custom victory strike closer next time.

Educated guess:
You are using a workshop item in an automatch game. Workship items (including skins, faceplates, decals and victory strikes) only work in custom games, this is why it "disappears" when you join a automatch game. The reason it "reappears" after you restart is probably that your load-out is saved.
An alternative would be that you have workshop content disabled in the options.

I don't remember ever downloading any community made anything...
But you are correct, that's exactly the victory strikes I have.

You probably downloaded them whilst joining a custom game as you download other users content.

You can disable the "autodownload" of such content in the options => graphics => "custom asthetics"
