Counter to OH camping?

As a German player, the one way camping can be eliminated is by the T-70, Stuart, or AEC Armored car. (The British Valentine is to weak). Although true, vehicles may be hard to acquire soon enough, so I would recommend attacking first, with lots of penal battalions/rifleman/infantry sections. Also, camping uses a lot of population, and bleeding your opponent is a good option. Although true, one thing to do, probably the best, is large amounts of mortars. 2-3 mortars will eliminate any Ostheer mortar, due to lack of durability, and allow you to kill the machine-gunners/anti-tank-guns. One thing not to do is use light vehicles, because of the Anti-tank ammunition.
