So I am doing the achievements for multiple Soviet commanders at the moment and I recognized that it is not possible to get the "They're Coming Out of the Woodwork!" and the "Defend the Motherland" achievements due to the removal of the required troops.
For "They're Coming Out of the Woodwork!" it would be great the remove the LMG and rifle troops from the requirements. "Defend the Motherland" could be changed so the kills of partisan troops count.
Anyway a fix would be great.

The all units mod is your friend in this case.
It gives your engineers the ability to built that partisan hut which will allow you built all partisans need for those achievements.
Its no fix for sure, but a workaround after all
