squad formations and distribution relation

Hello, I am trying to toy around with squad formations. I understand that formation is divided by elements, and entities are divided into the elements. How does squad_loudout_ext work in relation to the squad distribution table? How do I know which formation element the entities in the loadouts will fall into?

Quick bump with other info. Excuse the off-terminology. I'm not sure how to best describe things.
I tried making changes one by one to figure out the relationship. But I realized that shifting the distributions in lower men count tables will affect larger men count tables. Anyone have any idea how to read into how the tables work more?
