Now I can counter it but its usually a pain in the arse, just wondering how best you limit the impact of these things while playing Ostheer?
More specifically which tanks and units are best and which should i just avoid making?

Well its hard to give advice to good player 
Did you tried stugs ? I found it best way to counter fast cromwell. P4s suck sadly :/

Yeah i have used stugs but I find they get outmaneuvered very easily.
I was really just looking for a few alternatives or possibly a slightly more reliable way to deal with them.

Panzershrecks and tellermines.By the the time he has 2 cromwell's you should at least have 1 P4 out,in combination with PGs and 1 pak you should be fine.

Stuka at loiter + any snares will murder massed cromwells. Keeping vision can be tricky though.
