Add a Panzer IV ausf E with similar stats of the commander Panzer IV ausf C but without the armor bonus. Also give it HEAT shells.
Make it a main unit (not a doctrinal unit) costing 400 manpower and 100 fuel. But if you must make it doctrinal then make it a 4 point unlock.

Then let it change usual Panzer 4? I would like to have universal one, not AI-only...
Btw, for to deal with infantry OKW have Obers. They are 10 times better than any tank in that.
