Is there a way to make a squad only crew team weapons but unable to crew emptied vehicles?

It is a really good question.
I am interested in an answer too. I want to mod in my own modification the restriction of the re-crew of the vehicles to the "vehicle crew squad"
I do not know if this is possible but if the answer is yes, I want to know how.
