You can't, he's not in the game. He was a beta commander way way way back when, but Relic decided to scrap him along with Soviet Overwhelming armor and a doctrine with Elephant and Repair Pios

Not sure how he got it but he does and uses the units and (some) abilities.

People this is not a joke. I see this game in lobby(automatch 2x2) on observer mode in 01.04.16. Not beta.
