Fear Prop Arty on OKW 2cm empalcement = permanent retreat

I don't know if this is new or not, but I just witnessed an OKW 2cm emplacement having the retreat icon, and thus not firing on any enemies. And being an emplacement, it can neither move nor un-retreat.

Prop war is broken and that's why I consider it broken and abusive, it suppresses anything from infantry in buildings to emplacements as you said.
