Are stacked bulletins an issue?

This topic has been discussed many times, but not in a manner that examines whether stacking itself is a problem in the first place. So what do you guys think: do you find stacked bulletins problematic in the first place? If so, are they even noticeable? Are certain types of bulletins more prone to balance issues than others?

Myself I have 2x Volks Panzerscrechk discount bulletins, which means the cost is reduced to 81 munitions, rather than 90. Hefty if you consider early game, but this only really translates to victory if

1) I rely very heavily on volksblob
2) The volksblob actually works
3) I manage to consistently upgrade my volks squads without wipes

That said, I've lost about as many matches that I have won using this build. Maybe more, but I'd guess that factors like teamwork and opponent competence probably play as much if not larger role.

What have you guys experienced?

Double/triple cost reduction bulletins for 100+ munitions upgrades are probably some of the more potent (pschreck, flame ht, paratroopers). That said, duplicates are supposedly going to be a thing of the past with the warspoils change, so I wouldn't stress over them too much at this point.

Panther speed and armor stacking are my only intels I call BS on.

beacuse you know, its not good enough in either of those departments.
