I cant. Try deleting the file, it should write a new one, set your gfx in game and see if it sets. if not, change it in text file I guess

That you have shown us is the standard configuration of COH2, not your configuration of the game
To find your configuration go to: User/documents/mygames/coh2/
and find the following:
configuration_system.lua
--> your system setup
