BUG coh2 running in background

What happens is the following:

One launches Coh2, then steam crashes, it restarts but one can't launch coh2 because it is running in the backgroung.

I have tried stopping the process using cmd on Windows 10 but it does not work.

Basically all you can do to solve the issue is reinstal the game.

This problem seems to happen only on Windows 8 and 10 after a new patch.

Please help.

Even seems like the COH2 process is running at the start of a restart of the computer. Making it impossible to delete local content even.
