Steam Error: Application already running.

I have had this issue every single new day I want to play CoH2. Basically I launch CoH2 for it only to disappear and steam pops up with "Steam Error: Application already running" when it's definitely not. I even checked the task manager to see if a relic program was running and none were. I have found a solution to this through validating the cache and deleteing the appcache file on steam and then restarting my pc. However I really shouldn't have to keep doing this every time I want to launch the game.

I had a similar problem: It was because I had copied the game files from a backup (new windows install). What I did was delete the game via steam, remove the directories under the steam folder, then copy the game back in from the backup. Then steam re-verified the files, and it was all gravy.
