What commanders to get?

I got a $60 steam gift card for Christmas and I want some commands. I play as usa, brits and russia

russain - none - best are shock rifle and guard motor.
If you really really want then buy advanced warfare , partisans and isu 152 commader.
USA - heavy cavarly - with pershing
that one with calliope
rifle company
Brits - all 3 buyalbe are better than basics
OKW - fortification , scavenge , and maybe also those other rare , but they are not so good
OStheer - mechanized assault , ostruppen , and lighting war and spearhead.
other commaders are trash

USF = Pershing commander, maybe Calliope (maybe, I dont have it to say surely)
UKF = Vanguard, Special weapons, Tactical support (any of those, look what you will like more)
Soviets.... Partisans or maybe Advanced Warfare? IDK, because with DLC-unlocked Lend-lease commander you have your go-to choice (OP DShK,cons repairs, PPSh guards and M4C spam, pretty everything you need, except for indirect). One with an ISU-152 is good too.
Basic soviet commanders are good for most enemies.

USF, get calliope, fills the things that they lack, effective suppression platform, artillery. Heavy cavalry is a bit over rated, the MP bleed is real, and the pershing a medium with a heavy gun, so don't get your hopes high if you buy it.
UKF, vanguard, that's all you'll ever need, if you can get past the early game.
OKW, don't buy, it's already good.
Wehrmacht, Ostruppen.
Soviet, none, unless you have a team to play with.

Well, a $60 gift card can get you a lot with the cheap bundles they have on sale for Steam sale. I would consider those first for "bang for the buck" type of thing.
Otherwise, my advice would be to pick the faction you like most and insure you have the best of those first.
