For some reason Workshop item downloads aren't starting in lobby games properly. For some users they seem almost instant and for some people, even manually subscribing doesn't work. I've never experienced similar issues with other games that use the Steam Workshop, although I've only played one other game that uses the Workshop.
How to test the bug? Host this map: http://steamcommunity.com/sharedfiles/filedetails/?id=581130950 and wait for people to join.
This is rather frustrating because I'm unable to test my own maps properly.

Can confirm as now, subscribed then it downloaded itself aaaaaaaand cant find it neither custom game creating or main menu workshop thingy.
edit; only way i got it working;
-download it by steamworkshopdownloader (google it )
-put it in Documents\my games\company of heroes 2\mods\scenarios

Thanks for the update! Hopefully there's a solution. In my opinion this is the most hurting bug at the moment when it comes to mods.
