Frame problems

now i made sure i do not have -dev on, no mods on and connected to the internet. ive set my graphic settings to what the game reccomends, even though my pc is build to handle any game, i get frame freezes like the game does not but the screen will for maybe 1-2 seconds, im going to record it and post it onto here
