Bug report: soviet forward HQ don't give bonus

i play soviet urban defend as before last update patch and i see a bug that sometime my troops don't get a bonus from my forward HQ during a combat even they are in the range i must go out of range and come back to regain this bonus and this bonus is great that mean this bug can annoy me or sometime turn the tide of game (to the enemy good use) please fix it my game have ruin many time (plus it cost 60 fuel it will be pain when it come with annoying bug)

does it have to do with reinforcement or something? do you have a replay or video?
