OKW has reinforced wire and sandbags. I feel the Goliath is more suited for Ostheer. Ostheer can't stop light vehicles in narrow passages or bridges. (Defensive Commander doesn't count because it is worthless.)

So its passive ability that can be slighlty OP if it show enemy units near you flak hq and it will start shreding them.
Still until okw does not get indocttrinal HMG / elite infantry this commader wont be better than meh rank.

Someone has to receive those hand me downs.
I wonder if the the m5 will merely be... An empty halftrack that simply reinforces infantry, or if it will also have a quadmount upgrade.

COH 2 rocket artillery sucks vs armor (not including the walking stuka) so i think calliope will only hurt infantry with its rocket barrage, and what if it is just a copy of Katyusha, and doesnt fire its entire barrage in 1 go, people would get mad!!!
