About the weapon penetration

As we can see it has 3 data according to distant(near/middle/far),my question is:is it change gradually ,or jump from one data to another at the edge of near/middle,middle/far?

And this applies to any instance of range values being used. Accuracy, Cooldown, Reload, etc. If it has different values at different ranges, then it gradually shifts from Near to Mid, and from Mid to Far.
