after i looked at the 4 new commander abilities on steam i figured out they are almost as same as other commanders in fact no commander has its own really unique ability.
i think it would be better if we could make our own commander ourselves with 6 abilities like :
we could unlock the abilities first and then build our own commander by combining the abilities for example for point number 1 unlock we could pick one of the 1abilities like recon flight or for point 5 we could use either Tiger or Elephant.
what do you think ?

Well, then there'll just be some abilities that everyone will pick and no variety at all.

Bad idea. Part of the interesting bits of the commanders is taking the good with the bad. Building your own commanders can only end in one way - 1 or 2 builds being best and everyone using that. See "any game where you can spec" for reference.
