Permanently BannedIts actually a very useful and quite good ability. The issue is that its very out of place for something the okw would use. This belongs as an allied ability. Not the starved german okw of late 1944.

Agreed, The implication here is on OKW. not as an overall ability. Would be amazing on conscript.
OKW already floats manpower in all situation.
