It dissapeared in some patch last year and is still missing to this day.
Screenshot of all bulletins unlocked from British Alpha, you can see no "Recruit Training: Assault Gun"! Now when the SU-76 is buffed this bulletin could be usefull.

in addition to this, i found recruit, officer, veteran training assault gun bulletins are no more dropped in war spoils system.
Those 3 bulletins were available in old times, but maybe something wrong code was implemeted during WFA patch. Now we cannot get them by war spoils.
