If you dont like USA teching units just yolo with em (like major) if you dont want him . Or use him as suicide capper / mine clearer .

His ability is to unlock tanks huh? So I spend 120 fuel to get tanks but am stuck with a unit that takes op pop cap and adds to my manpower income decrease for the sake of providing a recon run, an artillery strike that takes 5 years to come down and fake smoke \/
Versus the expenditure for similar on the other sides? Remember, USF can go around the pop cap, by de-crewing your tanks and then reinforcing/buying another tank, then re-crew the tanks.

Agreed. You bested me
Whenever I face USF as OKW, it feels like I have been strapped down into a mental hospital wheelchair, with legs that can't reach the floor to move myself forward and a nurse is trying to move the wheelchair backwards whilst I have to race a formula one car for a best of three laps.
