I think that ability is widely underused due to its cost inefficiency. So, why not turn this one into a passive ability (just like the UKF AT boys)? That should apply for Stormtroopers, Partisans, but also for Shock-Motor (turn it into an alternative for Mechanized Support) and Urban Defense (really bad doc against tanks).
