i haven't had any issues with fear propaganda, ever. the last time i saw it was months ago when i used it.

Actually its one of weakest arty in game , incendiary arty do the job better , and even more because if you dont retreat , bye bye squads

the problem is i cant cap while incendiary can be dodged and u can cap eve nif your squad dies i only request increased cooldown becasue the player constantly spams it and we lose the game by vp's in many sitatuions and i keep my units spread out the problem if two plaeyrs go fear propoganda its very difficult to coutner

Again, don't blob into VP.
Send 1 squad, let them use propagada, wait for the end, cap point with rest.

Actually Fear Propaganda is pretty weak, sometimes it seems to don't work :/
And it's easy to dodge it, just don't blob
