Need some help with getting better performance.
i5 4570
16GB RAM
GTX 970
MSI H87M-G43
Samsung 250GB 840 EVO
I get serious stuttering and rate drops (and i think the game skips but that may be the internet cause the fps counter doesnt move) any. I have everything max but AA is turned off.

i use an i7 965 and gtx 960 and rarely get low fps. Kappa

Disable high quality snow, Turn physics to low, disable replays (set replay folder to read only) Remove all the background videos, at least you'll have better frames in the menus
Turning the physics to low and disabling replays should help since your CPU is an i5.
