Sandbox mod?

I'm not sure if this belongs here or not but is there a mod that I can spawn what I want and what I want the AI to have in order to test certain combat scenios with certain units in mind. Kinda like the sandbox mode in age of empires 3.

Even way back with the first CoH I've thought a sandbox gametype on a massive map would be an excellent game.
Almost a survival clone with limited resources that could be made persistant with periodic regeneration of untouched supply zones (yes supplies run out.
But like I said on a MASSIVE map.
But hey not to digress too much from original topic - Hope this thread gets some good replies
