The menu is capped at 30 FPS and makes it appear laggier than it really is. I know about disabling the background movies.
I've posted on this before, but after the limited free trial I have a theory. During the trial the menu was a lot snappier. I can't remember if it was above 30 or not, but something was different. Perhaps Relic uses a test build that has the snappier menu and never notices the live game's one feels really laggy.
