cant remove skin from inventory and I guess I need decal removal mode but cant find it .
how do I obtain it and use it?

In Modding Hub there is a Manage tab. In there you can unsubscribe and delete stuff you don't want. (You might be surprised how much might have accumulated.)
You can also go into Options, Graphics, and turn Custom Aesthetics off.
