im a bit confused by the patchnotes right now. In the july 21 preview they say that ost will get all tiers adjusyed but in the most recent notes only bp3 & T4 are mentioned. Whats going on?

The recent ones are the changes they added after the other notes came out. They changed a bit because of feedback from the mod.

In other words the latest notes are on top of the previous set which affected all tiers
