.psd source for skins?

I've had the tools installed, and automatic updates turned on, but I can't find the .psd files for the skins. Do I need to un-install, re-install, and fill out the wizard to pick them up? Or am I just looking in the wrong place (i.e., under the Steam tools installation directory)?

you'll need to install/download "Company of Heroes 2 Tools Data" (~21 gb)
