Nope. There are only two ways of getting a Tiger commander:
1. Buy it
2. Get one randomly after a match as a War Spoil

Haven't been here in a while, eh? Yeah, they changed it, it's like G4nd4lf said now - leveling doesn't give you specific stuff anymore.
...personally thought the complete removal of leveling awards wasn't great myself either. TF2's got the same system, and its achievements can still give you specific stuff when you do enough of them.

not that tiger itself is so much in the middle of meta. CAS is more popular than any tiger doctrine and most used tiger doctrine is used because of stug e not tiger.
Right now its not the tiger that you need to win as ost. And it will be even more visible after the patch.

i am talking about a tiger doctrine with artillery commander.
You cant even buy it, it should be a standart commander for ostheer.

Yeah they messed that up, like some other commanders right now. Maybe it will be available when they introduce the new ingame-store?

It's called Mechanized Support Doctrine, get the name right.
You get it by random War Spoils drop. It used to be that if you reach level 35 you unlock it. But that was like three years ago.

This is current status I believe:
1) A new player will start the game with all the Common Commanders only
2) All Uncommon & Rare Commanders are available through warspoils
3) Some but not all of the Uncommon and Rare Commanders are available as DLC
4) This leaves the following that are neither common, nor DLC
Ostheer Close Air Support Rare
SOV Advanced Warfare Rare
These were available from MAKE WAR NOT LOVE, so will now be warspoils only?
Ostheer Defensive Rare
SOV Defensive Rare
You can still get these from signing up to the Official Forums I think
SOV Lend Lease Rare
Ostheer Mobile Defence Rare
These two were released on Elbe Day - and I recall went to everybody then.
However I presume that they are now warspoils only

Please tell me I´m not the only one who can´t remember those. It´s just bullshit-words linked to each other. Jäger-Infanterie, Sturm-Counter-Attack, Panzer-breakthrough-siege-combined-arms, Guards-Attack-Shock-mobile-tactics.

Don't forget support, that's not an uncommon word in them.
