I can't say that Osttruppen don't get the bonus, since they're Osttruppen and they're DPM will always match mine during a 12 hour sleep rampage, but It would be nice to have the symbol pop up.

I recall looking at the ability that governs their accuracy bonus from cover in the attribute editor, and it definitely said it's only activated by light and heavy cover.

It's not a bug; ostruppen get too comfortable when in buildings, so the bonus goes away because their aim gets lazy.
