Ardennes Assault - order requirement met but no progress

Have a look at the screenshot. I'm holding six territories and am required to hold four. Still no new order. What's wrong?
My mommy always said there were no monsters - no real ones - but there are.

Maybe it doesn't include the first 3 you capture which are not optional.

It doesn't, that order is issued after the first three fixed missions (Bastogne, Marche, Eisenborn Ridge)
