It's a niche unit, very powerful in certain situations. It shows it strength if you have a sight block that protects it from panthers and at guns.
An example is the middle VP in the Lanzerath if you start from the forest side.
In Coh2 it's not designed as a battle tank, but a really defensive Gun station.
I don't really know how to balance the commander, surely I don't want the 5 minute T70 back.
KV-2 needs some adjustments
