How to change Pop Cap, resource per second using mod builder

I am wondering how to change the Pop Cap, and all resources per second using the mod builder? I cannot seem to find the files that control these on the full game level?

(Sorry, my first reply was to the wrong thread.)
I've seen a mod that changes the pop cap using a win condition mod rather than a tuning mod. I think there are some out there that change resources as well. Download one and look at it with the archive viewer to see what they did.
