Hello, is there any way how to change owner of the game? not talking only about coh2 but in general, can u change it from one steam account to another?

Permanently BannedYou can use Steam Family Sharing to allow multiple accounts to use the same game, however. Not at the same time though.

exactly. that way I have the same game shared over the few different accounts. But only one can be ingame at the same time.

Yeah I share games on more accounts too, but i meant something else. I cant buy any stuff for the game on this account because i dont own it. For example i cant buy and use any commander or skins because the game isnt owned by this steam account. Its really shame i cant pass the ownership of the game to any other account..
