I brought this up before but I put it in the wrong forum and I don't think it ever got moved. Also, I feel it's worth discussing more.
Much of what gets talked about in balance and gameplay are proposed changes that will never, ever, get implemented. I think it's actually pretty cool to talk about redesigning all of the soviet tiers, but that such content should get sorted into a new forum intended for fantasy redesign ideas that can never happen. Separating those threads into their own forum will clean up balance/gameplay and provide a better venue for people interested in those discussions.

Good idea. I think it would be a nice place for people to design their own commanders, units, etc.
Axis doesn't have the best AT options in the game
