from what i've seen those things don't care where you are, I swear I've even seen them target things that were never even near the target zone.

This. A handful of times I've even seen P47 target Garrisoned buildings with no vehicles anywhere near them.

Backing up works but you will give your postion away for armor pushes.. SO the best counter is FlakHT i go mechanized first always now and keep this thing alive for most part of game comes very handy against those p47s.. you dont have to backup.. avoid the first volley and your FlakHT will bring both planes down.
